Through local health departmentsEGLE supplies kits to local health departments · free or reduced cost varies
Michigan does hand out kits, just not from a state office. EGLE, the state environment department, supplies them to city and county health departments, tribal governments and MSU Extension, and those partners pass them on. Some give kits away free and some charge a reduced price, so what you pay depends on where you live rather than on any statewide rule. That makes one phone call worth more than an hour of searching. Your local health department will know what it has. EGLE's radon hotline on 800-723-6642 can point you elsewhere if your own department has run out.
